Draft Order-in-council on establishing 2021-2030 annual greenhouse gas cap-and-trade emission units

The goal of this Order-in-council is to set the 2021-2030 annual greenhouse gas cap-and-trade emission units that can be granted by the Minister of Sustainable Development, the Environment and the Fight Against Climate Change.

These ceilings represent the maximum number of metric tonnes of CO2 equivalent that can be emitted into the atmosphere from 2021 to 2030 by emitters that are subject to the geenhouse gas cap-and-trade system. These numbers were set, in compliance with section 46.7 of the Environment Quality Act,  based on the government’s 2030 greenhouse gas emission  reduction target of 37.5% below the 1990 level.

The draft Order-in-council  is published in the Gazette officielle du Québec and includes a 60 day public consultation.
