Reports on Climate Change Action Plans (CCAP)

For over 15 years, Québec has been taking a proactive approach to the fight against climate change.

With a budget of 1.27 billion dollars, the 2006-2012 CCAP made it possible to reduce Québec’s GHG emissions and develop knowledge and expertise pertaining to adaptation, while generating many environmental co-benefits. The 2006-2012 CCAP Final Report (French, PDF, 3.2 MB) provides a complete picture of results achieved through its implementation.

In June 2012, the PACC 2013-2020 replaced the previous climate change action plan. It is based on 30 priorities leading to more than 150 actions that are overseen by 11 Québec government departments and one of its agencies. Like the plan that preceded it, the PACC 2013-2020 includes actions across several sectors, including energy, transportation, the municipal sector, industry, residual materials, agriculture, and public health and safety.

Drafting this report is part of the MDDELCC’s ongoing measures to improve monitoring and accountability. The report on action plans is one of the ways that the Ministère is responding to the Sustainable Development Commissioner’s recommendations in this regard. In the 2013-2014 report, this is reflected by the addition of detailed tables highlighting expenditures as well as GHG emission reductions for the various measures and their co-benefits.
