REGULATORY AMENDMENTS: QUÉBEC PREPARES FOR ITS FIRST JOINT AUCTION WITH CALIFORNIA

Québec, July 29, 2014 – Minister of Sustainable Development, the Environment and the Fight Against Climate Change David Heurtel announces the publication of a Draft regulation to amend the Regulation respecting a cap-and-trade system for greenhouse gas emission allowances in the Gazette officielle du Québec, in view of a 60-day public consultation.

The Québec and California systems have been linked since January 1, 2014, and the regulatory amendments clarify certain joint procedures. The goal of the amendments, which include the addition of a new offset credit protocol, is to enable an initial joint auction to take place, possibly in November 2014.

“Our two governments have worked in close collaboration in recent months to harmonize their respective regulations and ensure that the first joint auction functions smoothly. By adopting a mutually compatible regulatory framework, Québec and California are creating a rock-solid model that can be used by other governments wishing to rely on market instruments to meet the challenges posed by climate change,” stated Minister Heurtel.

The draft regulation will be subject to a 60-day public consultation ending on September 21, 2014. The draft regulation and information on how to take part in the public consultation are available on the Ministère’s Web site: http://wwww.mddelcc.gouv.qc.ca.
