Regulation respecting the charges payable for the use of water

The Regulation respecting the charges payable for the use of water was adopted on December 1, 2010, and came into effect at the start of 2011. The first charges will be billed as part of the annual declaration of water withdrawals to be completed no later than March 31, 2012.

As a result, all businesses withdrawing or using 75 m3 or more per day directly from the source or water distribution system will be billed.

The rates of the charges are set at $0.0025 per cubic meter of water used, with the exception of water used for the following activities, which are subject to a rate of $0.07 per cubic meter of water used:

  1. The production of water in bottles or other containers, whether the water is intended for human consumption or not;
  2. Beverage manufacturing (NAICS 3121);
  3. Non-metallic mineral product manufacturing (NAICS 327), when water is incorporated into the product;
  4. Pesticide, fertilizer, and other agricultural chemical manufacturing (NAICS 3253), when water is incorporated into the product;
  5. Other basic inorganic chemical manufacturing (NAICS 32518), when water is incorporated into the product;
  6. Oil and gas extraction (NAICS 211).

Funds collected via charges payable for the use of water will be applied to realizing government commitments related to integrated water resource management and for research purposes.
