Prior to a project being carried out, its environmental assessment allows for the consideration, analysis and interpretation of the range of factors that have an influence over ecosystems, resources and the quality of life of both individuals and communities. Owing to its preventive nature, environmental assessment promotes sustainable development.

By allowing substantial room for public consultations and information mechanisms, environmental assessment in Québec is based on the values of individuals, groups and communities. It is in this way that projects are better designed and that their impacts, both on the human and biophysical levels, are kept to a minimum.

Environmental assessments are subject to a fee structure that is based on the “user pays” system and that flows from the Ministère’s desire to be as fair as possible to both authorization applicants and taxpayers as a whole.
