Preliminary Information for Projects in Northern Environments

Promoters of projects in Northern Environments (Agreement Territories) covered by Schedule A of the Environment Quality Act (Chapter Q-2), meaning projects that are automatically subject to the Environmental and Social Impact Assessment and Review Procedure, or “grey area” projects that not automatically exempt from this procedure (Schedule B of the Act), must first apply for a certificate of authorization or an attestation of exemption, pursuant to sections 154 and 189 of the EQA.

This requires the following preliminary information about the project be submitted to the Ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques:

  • Identity and contact information of the applicant
  • Location and schedule
  • Overall presentation
  • Public information and consultation activities
  • Description of the main challenges and anticipated impacts on the receiving environment
  • Greenhouse gas emissions
  • Other relevant information
  • For “grey area” projects not automatically subject to or exempt from the procedure as set out in Schedules A and B of the EQA, sufficient information must be provided to summarily assess the environmental and social impacts and determine, where appropriate, whether or not the procedure is necessary

Project promoters may submit their application using the Preliminary Information form (French, Word, 133 KB) in no less than ten (10) printed copies and four (4) PDF digital copies on computer media, in French. It is also desirable that promoters provide five (5) printed copies and four (4) PDF digital copies on computer media, in English. Additional copies may be requested, depending on the scope of the project.
