The Green Fund was set up in 2006 under the authority of the Act Respecting the Ministère du Développement Durable, de l'Environnement et des Parcs. The fund makes it possible to support sustainable development measures and, more particularly, the environmental measures implemented by the Ministère and its partners.

Green Fund revenues mainly come from the following sources:

Fees are used for the purposes under which they are collected, i.e., for measures and/or programs related to residual materials and water management or to fund the fight against climate change.

Revenues from the carbon market are used to fund the fight against climate change.

Green Fund accounting is a separate process from ministerial credits. Projected Green Fund expenses and investments are tabled and adopted by the National Assembly.

Green Fund financial statements are also tabled in the National Assembly when ministerial credits are examined.
