The following are the laws, regulations and normative acts vested in the Minister and Ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques. The full texts are available on the Publications du Québec website. The texts are updated monthly and have official status. Environment Quality Act
(R.S.Q., c. Q-2)
One of the latest major changes was introduced by the Act to amend the Environment Quality Act in order to reinforce compliance (French - LQ  2011, chapter 20).

Enforcement of chapters III and IV and sections 78 and 79 of this regulation is the responsibility of the municipalities.

Natural Heritage Conservation Act

Title

C-61.01, r.1 Rules of procedure governing public consultation on protected areas

There are several protected areas established under this act and for which a specific regime of activities is applicable within the boundaries of the protected areas concerned. This regime of activities is provided for in part by the act and in part by a conservation plan published in the Gazette officielle du Québec.

The ecological reserves are listed on the Ministère’s website and in the Publications du Québec, under the official references C-61.01, r.2 to C-61.01, r.71.

With regard to aquatic reserves and biodiversity reserves, lists as well as the conservation plans associated with them are also available on the ministerial website. The document entitled “Régime d’activités dans les réserves de biodiversité et les réserves aquatiques” (Regulations Governing Activities in Biodiversity and Aquatic Reserves) provides a summary of the regime of activities that is generally applicable on reserve lands.
